Housing developer sues city of Kenosha

Bear Development LLC filed a federal lawsuit against the city of Kenosha in an effort to revive an affordable-housing project the city rejected this year.

City officials in February accepted Bear Development’s proposal to build almost 100 housing units for people with disabilities on city-owned land near the intersection of 18th Avenue and 63rd Street. After signing a land-sale agreement with the Kenosha-based developer, city officials in September rejected a proposed remediation plan for the site and canceled the development and land-sale agreement.

Attorneys for Bear Development, in a lawsuit filed Friday, argue city officials violated the land sale agreement with Bear and stopped the project because of opposition from city residents.
