St. Bernard, feds at odds over housing

A housing group says it has asked the federal court in New Orleans to keep St. Bernard Parish from blocking construction of four mixed-use apartment complexes in Chalmette.

The Greater New Orleans Fair Housing Action Center says it wants the parish forbidden to do anything that could stop work on the developments by Provident Realty Advisors Inc.

Parish President Craig Taffaro called an emergency Parish Council meeting Thursday – the day after the center filed its request.

The center, the U.S. Department of Housing and Urban Development and a federal judge have accused the parish of discriminating against blacks by blocking the development and by creating zoning laws that restrict multi-family housing.

Parish councilmen had told HUD they would rescind the ordinances by March 7. Councilmen introduced two ordinances Tuesday to do that, but the repeals cannot occur until April 5.
